The initial Personal Data Protection Bill, 2019 introduced the idea of a “Consent Manager,” defined as a “data fiduciary that provides a transparent, accessible, and interoperable platform to help Data Principals grant, withdraw, review, and manage their consent.” A more definitive concept of Consent Managers is now found in the final Digital Personal Data Protection Act, 2023 (“DPDPA”) and the accompanying DPDP Rules, 2025 (“the Rules”). The role of a Consent Manager is aimed to streamline data protection processes, empower individuals to manage their personal data, and foster a culture of privacy and accountability within India’s digital economy. However, the challenges regarding the practical implementation of the Consent Manager framework ought to be addressed.
